Henry joined LTA in 1999 upon graduating with First Class Honours for Bachelor in Civil & Structural Engineering, Nanyang Technological University (NTU). He is currently overseeing the construction of the 43km long Thomson-East Coast Line, and leading a team of 100 staff to manage a section of it. At the same time, Henry will also be concurrently overseeing the construction of a section of the upcoming approximately 50km long Cross Island Line, slated for completion in 2030.

Henry was involved in numerous projects during his career in LTA, and the early milestones included the “incubation phase” of the Electronic Road Pricing Mark 2 project together with industry players and conducting a feasibility and engineering review of the Eastern Regional Line with the appointed consultant, Binnie Black and Veatch. He was also part of a special task force that worked closely with LTA’s external lawyers for the Committee of Inquiry for the Nicoll Highway Collapse in 2004. His MRT construction experiences were accumulated from a wide scope of managing sections of Stages 1, 4 and 5 of the Circle Line, Stage 3 of the Downtown Line and the current Thomson-East Coast Line. Henry was also given the opportunity to work at the Ministry of Transport in 2009 as the Deputy Director for Land Division. He was in charge of private transport policy portfolio and played a key role in implementing the Carbon Emissions-based Vehicle Scheme (CEVS) as well as the initiation of the National Cycling Plan during the 3-year secondment.

In 2013, Henry was conferred the Public Administration Medal (Bronze) by the President of Singapore.
